Western NSW Local Health District Strategic Plan 2025-2030
We are developing the Western NSW Local Health District (WNSWLHD) Strategic Plan 2025-2030 to guide the focus of Western NSW Local Health District for the next five years.
The plan gives us a clear direction and set of common goals that reflect who we are as a Local Health District.
It is built around our core mission and around the core functions of the Local Health District, which is to care for those who are sick or injured and to promote and maintain the overall health of our community.
What does a Strategic Plan do?
A strategic plan serves as a roadmap for our work. It guides our decision-making, helps us set clear priorities, and provides a framework for tracking our progress.
Although it is a high-level plan, it sets out clear priorities for the Local Health District so we can work together effectively.
How is the Strategic Plan developed?
To develop this plan, we consulted widely through workshops, meetings and focus groups. We engaged with staff, service partners and communities to ensure the priorities identified were well informed and reflected what matters most over the next five years. A summary of what we heard is included the Consultation Report.
We have also reviewed current and future service demand, population health data, health needs, the services provided by Western NSW Local Health District, along with key strategic documents and policies.

The draft Strategic Framework outlines our vision and key priorities for 2025 to 2030. It is a big picture guide that will be developed into a final plan for launch in late 2025.

The draft Strategic Framework
The draft Strategic Framework for the WNSWLHD Strategic Plan for 2025-2030 has four key priorities.
Deliver accessible, high-quality care closer to home for people in Western NSW, across their life course. Expand local specialist, community and virtual services and ensure smooth, coordinated transitions across care settings.
Strategic Objectives:
- Ensure equitable and culturally safe care for Aboriginal people and other priority populations
- Provide comprehensive rural health care across the life course
- Enhance coordination of care across services and partners
- Expand alternatives to Emergency Department and inpatient care at scale
- Grow specialist services within our LHD to improve access for our residents within our service network and closer to Country
- Strengthen access to essential health services in communities
- Provide compassionate health and aged care for older people, with supported transitional care pathways
Focus on healthy, well communities and improving health outcomes for Aboriginal people. Work with communities and Aboriginal partners, to promote wellness, co-design culturally safe services, and value local engagement in the design and delivery of healthcare.
Strategic Objectives:
- Build on strong foundations and partnerships with communities to improve health outcomes for Aboriginal people
- Strengthen preventive health and early intervention including the First 2000 Days of Life
- Improve social determinants of health through strong, sustainable community programs and partnerships
- Keep people well in their communities
- Partner with communities in service design and decision-making
- Ensure our service empowers and enables people to manage their health and navigate the health system effectively
Attract, train and retain a skilled and diverse local workforce. Create flexible career pathways, promote excellence and workplaces where people thrive.
Strategic Objectives:
- Attract and grow a skilled and diverse workforce, including growing our Aboriginal workforce
- Build strong local workforce pathways and pipelines
- Support and develop our people to work to their full potential
- Foster a flexible and supportive workplace where staff thrive
- Inspire inclusive and accountable leadership, culture, and wellbeing across our workforce
- Plan and prepare for future workforce needs
Use innovation, technology, and partnerships to create efficient, adaptable systems that connect care, optimise resources, and meet future health demands.

- Strengthen financial sustainability and resource alignment
- Optimise operations and invest where it matters most
- Plan proactively for future demand and community need
- Scale and integrate high-quality virtual care with strong local support
- Strengthen digital systems and access to information
- Drive research generation and translation in rural care
- Make patient pathways clear and seamless
